Notices Of Awards released for the Chaffs and Acoustic Decoys of the Jose Rizal class Frigates

The Notices Of Awards (NOA) for the Chaffs and Acoustic Decoys for the Jose Rizal class Frigates of the Philipine Navy (PN) were released last June 2021. 

‘Chaffs’
The NOA for the Chaffs was released to the South African Company Rheinmetall Denel Munitions Pty Ltd, with the Contract being worth Php 348 million or Usd 6.96 million assuming the Exchange Rate of Usd 1 = Php 50. 

The Contract Price is only slightly lower than the budget of Usd 350 million, with a savings of Php 2 million. These were acquired thru Limited Source Bidding. 

No mention was made on the Model of the Chaffs, but it is likely the Bullfighter Decoy System since it is the only one with combined Radio Frequency (RF) and Infra-Red (IR) that the PN requires that is being advertised in the Rheinmetall Denel Website.

The Bullfighter generates a large Radio Cross-Section (RCS) that Radar equipped enemy Missiles can home in on that is up to 6 times larger than comparable Systems. Its IR Decoys also replicates a Ship’s typical IR Signature that enemy Missiles with IR Sensors can home in on. 

These have a caliber of 130 mm and will be launched from the 130 mm cal. Terma C-Guard Decoy Launchers used by the Jose Rizal class Frigates.

‘Acoustic Decoys’
The NOA for the Acoustic Decoys was released to the French Company Naval Group, with the Contract being worth Eur 6.3 million or Php 368 million at the Exchange Rate of Eur 1 = Php 58.16. 

The Contract Price is significantly lower than the budget of Usd 450 million, with a savings of Php 82 million. These were acquired also thru Limited Source Bidding. 

No mention was made on the Model of the Acoustic Decoy, but it is likely the CANTO Acoustic Decoy since it is the only one being advertised on the official Website of the Naval Group.

The CANTO lures incoming enemy Torpedoes from the Ship generating numerous Acoustic Signals which mask the Noise of the Ship and it also generates False Targets for the Torpedo to attack. Below is a Video on how it operates. 

These also have 130 mm cal. and will also be launched from the Terma C-Guard Launchers of the Jose Rizal class Frigates.
