Why is the Philippine Military so cozy with Vietnam, but not with China?

I am just wondering why is it that the Armed Force of the Philippines (AFP) seems to be suddenly so cozy with Vietnam, but not with China

I have seen the AFP do some collaborations with the Vietnam Military the last couple of Weeks, the latest of which is this “Staff to Staff” talks with the Vietnam People’s Navy (VPN)

‘Kalayaan Island Group’
I just want to remind the AFP that Vietnam occupies the most number of Features in the Kalayaan Island Group (KIG), not China. Also many if not all of the Features occupied by the Philippines are claimed by Vietnam as theirs. 

Ask them who rightfully owns Pag-Asa Island, and they will not say “the Philippines”, they will say that the Philippines is illegally occupying it because they own it. 

‘Pugad Island’
And may I remind the AFP also what happened to Pugad Island? That Island used to be occupied by the AFP, but Vietnam lured away all their Soldiers using Prostitutes back in the 1970s. Vietnam then occupied the Island and it is in their possession up to now. 

If they say that China is more aggressive than Vietnam, isn’t the act of stealing Pugad Island already “aggressive”? And I urge to try to send Vessels to their occupied Territories now, so they will see how “aggressive” Vietnam can be also. 

‘Consistency’
I am not saying that the AFP should not be friendly with Vietnam, what I am saying is that the AFP should be consistent when dealing with other Countries. They cannot be friendly to some Countries while being incredibly hostile to others. 

So do to Vietnam what they are doing to China, and vice versa, do to China what they are doing to Vietnam. Where is this “Double Standard” of dealing with Countries coming from, anyway? I hope because it’s what the Americans want. Just asking ...
