Foreign-Assisted Flagship and other Infrastructure Projects have little or no Funding under BBM

Here are some Piece of News that the Philippine Main Stream Media (MSM) seems to be putting a News Blackout on to protect the Pro-United States, Anti-China President that is sitting in Malacanang right now. 

Senator Imee Marcos recently raised the Alarm in a Forum sponsored by the Sonshine Media Network International (SMNI) about the lack of Funds allocated to the Philippines' Infrastructure Projects under the Administration of Bong Bong Marcos (BBM). 

Here is a Summary of what Sen. Marcos said: 

- The Unprogrammed Funds for the Foreign-assisted Flagship Projects in the Department of Public Works and Highways (DPWH) is reportedly zero.

- The Maintenance Funds for DPWH Projects are also very low, she expects the Traffic at the Epifanio Delos Santos Avenue (EDSA) to worsen even more because of this.

- Only Php 300 million was allocated for the Right of Way (ROW) acquisitions while the Backlog for Payment is Php 66 billion. 

- Pre-Engineering and other Engineering Concerns also have no Funds allocated for them. 

- She is worried that no Foreign Country will lend us Money anymore if we botch up their Loans, and the Fees we are paying to reserve those Money for us will be wasted. 

Here is a Transcript in Filipino of what she said: "Sabihin ko na ang dalamhati naming lahat, eto no, ang expectation ng Tao, Marcos Administration, matindi ang Infrastructure. Alam ba ninyo diyan sa Unprogrammed ng DPWH nagkagulo gulo. 

Bakit? ZERO, zero ang Foreign Assisted Projects. Ibig sabihin lahat ng Flagship Projects, ZERO rin. Ano ang maipapakita? Ako nahihiya, kasi ang Expectation ng Tao labis-labis ang Kalsada, ang Puerto, Aeroport, kinakabahan ako.

Sira pati ang Pangalan ng Pilipino niyan. Baka nasa Maharlika Fund, ang Expectation nila, assumption? Ay naku, hindi ko alam. Infra din ba yun? Aba'y wala naman sinasabi na Infra, Infra Project.

Yung nakalista, nandiyan pa rin, naka tengga pa rin sa DPWH. Ang DPWH halos magkano na lang ang Maintenance Fund? Yang EDSA, lalala pa ang Sitwasyon niyan. Kasi magkano, kakarampot na lang yung Maintenance. 

Yung Right of Way, bilyon-bilyon ang utang ng Gobyerno 66 billion yata. Ang in allocate 300 million. Utang natin yan sa mga me Ari ng Lupa na nagmagandang loob na ibinenta para magkaroon ng Kalsada. 

Mga deka-dekada yung iba. Ah, papaano bubuksan lahat ng Kalsada sa Mindanao, walang Right of Way. Walang Right of Way sa mga Isla na kulang na kulang ang mga Kalsada. 

Papaano yan? Tapos yung uhm, Pre-Engineering, ayan, yung mga Engineering wala ring Pondo. Feasibility Studies. Lahat, e saan napunta lahat ng mga Perang yan? 

Pero yung Foreign-assisted, abalang-abala ako kasi sirang-sira ang Pangalan niya, natin niyan, wala ng magpapautang sa Pilipino. Kahiyaan natin labis-labis. 

At magbabayad tayo ng ano yun, yung holding, handling Fees ba yun? Para i reserve yung Pera para sa atin." 

ENGLISH TRANSLATION: 

(Let me say what pains us right now, the expectation of the People, the Marcos Administration will have tremendous Infrastructure. And yet didn't you know that the Unprogrammed Funds in the DPWH is in shambles right now?

Why? Because it is ZERO, zero Funds have been allocated to all Foreign-assisted Projects. This means that all Flagship Projects have ZERO Funds also. What will they show, then? I feel ashamed because the Expectation of the People is that there will be overflowing Roads, Ports, Aeroports, I feel nervous already

The Reputation of all Filipinos will be destroyed. Maybe they expect or assume the Funds will come from the Maharlika Fund? Oh, I don't know. Is Infra included there? It doesn't say so. 

Those Projects that were listed before are still there waiting at the DPWH. The Maintenance Fund of the DPWH also is lacking. The Traffic Situation in EDSA, it will go worse, because only a small amount has been allocated for Maintenance.

The Right of Way, the Government has a backlog of Php 66 billion. And yet they only allocated Php 300 million. Those are our Debts to the People who sold their Lands so Roads can be built. 

Others have done that since Decades ago already. Ah, how will all the Roads in Mindanao be opened and completed, there is no Right of Way. There are no Right of Way in the Islands where the Roads are severely lacking. 

So what will happen now? The, uhm, Pre-Engineering and other Engineering Projects also have no Funds. So where did all the Money go? 

Those Foreign-assisted Projects I feel so worried because if our Reputation is damaged, nobody will loan to the Philippines anymore. That will result in a lot of Shame. 

And we are also paying, what, holding, handling Fees? Those Fees that need to be paid so the Money will be reserved for us.)
