Vietnam starts receiving Yak-130 Aircraft from Russia, where is CAATSA?

Vietnam recently started receiving the first six of twelve Yak-130 Advanced Trainer/Light Combat Aircraft from Russia. The Contract for these was signed in 2019, but the biggest question for me is where are the United States’ (US) Sanctions against Vietnam based on their Countering America's Adversaries Through Sanctions Act (CAATSA) Law?

The Contract for these worth Usd 350 million (or Usd 29.2 million each Aircraft) was signed in 2019, so it should’ve been covered already by CAATSA since its effective date is supposed to be January 2018.

Russia develops an alternative to the SWIFT system Banks use to skirt CAATSA

Russia reportedly developed an alternative to the Society for Worldwide Interbank Financial Telecommunication (SWIFT) Messaging Network that Banks use for financial transactions to skirt the United States’ (US) Countering American Adversaries through Sanctions Act (CAATSA) Law.

The alternate system has started use this year (2019) on military transactions with Turkey and India and so far seemed to be effective in countering CAATSA.

India makes first payment for Russia’s S-400 system while avoiding CAATSA

India has reportedly made the first payment worth Usd 850 million or 15% of the Usd 4 billion Contract price of the S-400 Surface to Air Missile (SAM) system to Russia.

Both sides reportedly used a financial mechanism for the payment to avoid attracting sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA) of the United States (US). The details of the mechanism used was not revealed though.

Russia eased Arms Resale Law to circumvent CAATSA

Russia has eased its Arms Resale Law as a possible to tool to circumvent the U.S.’ Countering America's Adversaries Through Sanctions Act (CAATSA) law. Countries can now resell the arms they bought from Russia without notifying Russia of the transaction.

Russia is hoping that this now will be enough for countries to not be penalized by CAATSA. But one problem here I think is that it will make Russian arms more expensive since a “Middle Man” will now be involved who will definitely add to the price for Profit.

At any rate, let’s see if this will really be an effective tool against CAATSA.

American CAATSA Law could Discourage the Philippines from Buying a "Significant" Amount of Russian Weapons

Bad news for the Philippines' prospects of buying major weapons systems from Russia. It turns out that the US of A passed a law early this year called the "Countering America’s Adversaries through Sanction Act (CAATSA)".

The law says that any significant purchase of military equipment from Russia would attract American sanctions. The key here of course is the word "significant", what does it mean? What are the limits that the Americans have set?

It definitely seems to include major Surface to Air Missile Systems like the S-400 since India is now under threat of being sanctioned by the US if they buy it. Now the US is working on some waivers like in the case of India, but it is still in the works and we don't know how it is going to turn out.

Good if countries like us can be included in the waiver, but if not ... then too bad for Russia. While I feel that we really should get weapons from Russia, but not at the expense of sanctions from the US that can affect our economy. Take note that China is not included in this law, so in theory we can still buy from them if we want to.
