Just for everybody's information, the NOTICE OF AWARD (NOA) of the government's Procurement process refers to the CONTRACT as stated on pag 68 of the Volume 2 of the Manual of Procedures for the Procurement of Goods and Services, see attached picture below.
Now just because the NOA has been awarded does not mean it has been signed already, those are two different activities. So stop spreading Fake News on how much you supposedly know everything when you don't even bother to check the documents and just rely on what somebody told you.
