Sec. Lorenzana threatened with Court Action by an Agent of a losing Company in the Jose Rizal class Frigate Project

In his Speech during the Commissioning Ceremony of the new BRP Antonio Luna (FF-151) Frigate of the Philippine Navy (PN), Defense Secretary Delfin Lorenzana mentioned how an Agent of a losing Company in the Jose Rizal class Frigate Project requested that it be rebid. 

He refused then, but said the same Agent called him again later and threatened to sue him in Court if he went on and signed the Contract. He told the Agent to go ahead and sue if he wants to. He did not mention the name of the Agent or of the Company.

Environics CR Systems announces integration of their Products on the Jose Rizal class Frigates

The Finnish Company Environics CR Systems recently announced thru a Press Release {Archived Link} that they were the ones contracted to provide the Chemical and Radiation Monitoring Instrumentation for the Nuclear, Biological and Chemical (NBC) Protection System of the Jose Rizal class Frigates of the Philippine Navy (PN)

They didn’t specify exactly which Model of their Products were used on the Frigates, but they did tag their ChemProDM and ChemProFXi Products on their Press Release, so it looks like these were at least 2 of the Products they provided.

The BRP Jose Rizal’s CMS could prove compatibility with Link 16 TDL in February 2020 Sea Trials

The Inquirer spent a good amount of this article on the issue of the compatibility of the Link 16 Tactical Data Link (TDL) to the Naval Shield Combat Management System (CMS).

An anonymous Philippine Navy (PN) Officer told the Inquirer that the CMS should be compatible with the Link 16 TDL during the next round of Sea Acceptance Tests in February 2020. To quote his statements, “HHI and Hanwha are confident that they can prove compatibility (with TDL 16) during Sea Trials in February”.

Meanwhile, Vice Admiral Robert Empedrad said that, and I quote, “The issue on the CMS with HHI and Hanwha okay naman na…Mukha namang walang problema (The issue on the CMS with HHI and Hanwha is going well… It appears that there are no problems.)”

Jose Rizal class Frigates Update – Jan. 16, 2020

Some updates related to the Jose Rizal class Frigates from Vice Admiral Robert Empedrad:

* The BRP Jose Rizal (FF-150) Frigate has reportedly finished all of its Sea Trials and the results were okay, although some fine tuning will be made on its weapons systems.

* The Crew of the BRP Jose Rizal will be trained by the Crew of one of the Republic of Korea Navy’s (ROKN) Frigates.

* The Jose Rizal class Frigates will be delivered to Subic.

* The Jose Rizal class Frigates will be manned by selected Personnel of Hyundai Heavy Industries (HHI) during delivery.

* Only after delivery to Subic will the Jose Rizal Frigates be manned by Philippine Navy (PN) Personnel.

Notice to Proceed for the Jose Rizal class Frigates’ 76 mm Ammunition released in December 2019


Great news as the Notice to Proceed (NtP) for the Jose Rizal class Frigates’ 76 mm Ammunition was released last month (December 2019) to the Spanish company Expal Systems SA.

Expal Systems actually was only the second lowest bidder for the project, but the lowest bidder Elbit Systems Land and C4I Ltd / IMI Systems Ltd was disqualified due to eligibility and technical issues, hence the Contract was awarded to Expal.

Notice of Award for Jose Rizal Frigates’ 30 mm Ammunition released last November 2019


The Notice of Award (NoA) to the Spanish branch of the Norwegian company Nammo for the 30 mm ammunition of the Aselsan Smash Secondary Gun of the Jose Rizal class Frigates was released last November 2019.

Delivery is to be made within a year of the release of the Notice to Proceed (NtP). The Contract is worth Eur 1.9 million (Php 110 million) and is composed of 4,000 rounds of Target Practice Tracer (TPT) and 6,000 rounds of High Explosive Incendiary (HEI) ammunition.

Chungmugong Yi Sun-sin Destroyer and Philippine Navy HHI Frigate Similar Layout

One thing I noticed is how similar in terms of layout the Munmu the Great Destroyer (or specifically, the Chungmugong Yi Sun-sin class Destroyer) of the South Korean Navy is to the new Frigates that the Philippine Navy is getting from Hyundai Heavy Industries (HHI).



The location of the main gun and Vertical Launch System (VLS), the non-covered Funnel Area, the location of the Anti-Ship Missiles, the location of the Rigid Hull Inflatable Boats (RHIB) are all the same, the only difference is that the PN's HHI Frigate has a more modern looking Bridge compared to that of the Chungmugong class ships.

One could say that our HHI Frigates are a smaller and updated version of the Chungmugong class Destroyers.
