Philippine Pilots and Crew now in Turkey to start training for the T129 Helicopter

The Pilots and Crew from the 15th Strike Wing of the Philippine Air Force (PAF) assigned to the T129 ATAK Helicopters have reportedly already arrived in Ankara, Turkey to start their Training. 

The Article from the Arabian Aerospace Website reports though that the first 2 T129 Helicopters will be delivered in the 4th Quarter (October to December) of 2021 instead of the September 2021 delivery stated by Philippine Sources.

TAI just waiting for Written Approval from the US on the export of T129 Engines to the Philippines

Defense Sources in Turkey who refused to be named in Public told the Defense Publication Janes that the Turkish Aerospace Industries (TAI) are just waiting for the official, written approval from the United States (US) for allowing the export of CTS800 Engines for the T129 ATAK Helicopter to the Philippines. 

Serdar Temir, the Director of Marketing and Communications of TAI reportedly “ensured the Export Approval of the Engines” after making several visits to the US, and the same anonymous Sources saying that the deal is a “done deal”.

On the Pinoy Aviators Page’s confirmation of the US approval for the T129 Helicopter Engines to the Philippines

The Pinoy Aviators (PA) Page recently also confirmed the United States (US) approval for the export of the CTS800 Engines of the T129 ATAK Helicopter after News Reports about it were made in the Foreign Press.  

The Post was made by one of their anonymous Administrators named “Admin Trojan”, but at the same time it also dissed a “civilian owned Facebook Defense Page” for reporting that it was cancelled.

More TAI Officials confirm US Approval of export of T129 Engines to the Philippines

More Officials of the Turkish Aerospace Industries (TAI) recently confirmed to the Press that the United States (US) has approved the export of the CTS800 Engines on the T129 ATAK Helicopters to the Philippines. 

Serdar Demir, the Marketing and Communications Director of TAI said that the US has issued the required documentations for the export of the Engines of six (6) T129 Helicopters for the Philippines.

TAI finally given permission to export American Engines to the Philippines

The General Manager of Turkish Aerospace Industries (TAI) named Prof. Dr. Temel Kotil announced to the Turkish Press recently that his Company has finally been given permission by the United States (US) to export the CTS800 Engines licensed made in Turkey to the Philippines

Kotil said that they will start production of the Batch of T129 ATAK Helicopters to be exported to the Philippines in the coming Months.

The French “Air & Cosmos” Website claims that the Philippines has already cancelled its Contract for T129 ATAK Helicopter from Turkey due to its inability to get an Export License for its American designed Engine.

US bans Defense Export Licenses for Turkey, the Philippines’ acquisition of the T129 affected

The United States (US) just officially sanctioned Turkey for its acquisition of Russia’s S-400 Triumf Surface to Air Missile (SAM) System, and among the Sanctions it imposed is the banning of US Defense Export Licenses. 

Now the T129 ATAK Helicopter made by Turkish Aerospace Industries (TAI) that the Philippines is acquiring currently uses the CTS-800 Engine which was designed and manufactured by the American Company Light Helicopter Turbine Engine Company (LHTEC), but license built in Turkey.

Contract signed with Philippines for 6 T129 ATAK Helicopters – TAI Vice GM

The Vice General Manager of Turkish Aerospace Industries’ (TAI) Helicopter Division named Yıldırım Kemal Yıllıkçı is quoted by various News Reports like this one by the Daily Sabah to have said that they have already signed a Contract with the Philippines for 6 T129 ATAK Helicopters. 

He also said that they are expecting the Export Licenses for the Engines to be provided by the United States (US).

PAF chose the T129 Attack Helicopter, but issues with the Contract Exist – Sec. Lorenzana

Defense Secretary Delfin Lorenzana told CNN Philippines in an exclusive interview that the Philippine Air Force (PAF) had already chosen the T129 ATAK Helicopter, but admitted that the Contract has not been signed yet due to some issues he did not specify.

Here are the direct quotes from Lorenzana during the interview, "We appreciate the gesture of the State department but the PAF (Philippine Air Force) has already chosen their preferred attack [helicopter] … They chose the Turkish (T129) ATAK [helicopter]".

However, as per CNN Philippines there are previous reports that the Suppliers of the T129 are having a tough time acquiring Export Licenses for some of its Components, thereby causing delays in the Project from moving forward.

T129 ATAK Helicopter Delivery to Pakistan delayed, Turkey also under Pressure from Europe

Just some news that could affect the Philippine’s planned procurement of the T129 ATAK Helicopter. First off is that Turkey is delaying the production of the T129 by one year due to the United States (US) still refusing to act on the Export License for the aircraft’s American designed engines.

Second is that it seems Turkey is also under pressure from not just the US but also from Europe, with Germany delaying the export of its engines for Turkey’s Altay Tanks. This could be the reason why instead of going for the French made Arrano engines as alternate engines for the T129, Turkey is instead going to use the TS1400 engines that they make.

Some western sources initially said that the development of the TS1400 is scheduled for 2024-2025, but recent Turkish sources are saying it will be done by the end of 2020 instead, which means they could be expediting the development of the engine.

Alternate TS1400 Engines for the T129 ATAK Helicopter to be ready by 2020

A week or so ago an English language Arab website reported that the Turkish designed and manufactured Helicopter Engine TS1400 was only going to be ready by 2025, but a Turkish website has reported that they will in fact be ready much sooner, by the end of 2020.

If this is the case then this is somewhat of a good news for the T129 ATAK Helicopter as they won’t necessarily have to rely anymore on the American designed CTS800 Engine which requires the United States’ (US) permission to export.

On the other hand, the TS1400 is only the first designed and manufactured helicopter engine by Turkey, and thus it still doesn’t have as much Operational Record of reliability and durability as the CTS800.

But then again, the Turkish manufacturer Tusas Engine Industries (TEI) has had a pretty good history of manufacturing aircraft engines hence there is a decent chance that the TS1400 will work out eventually well in the end.

10 T129 ATAK Helicopters for the PAF, US to approve export of Engines?

A Turkish website reported a number of short, interesting stuff about the Philippines’ plan to acquire T129 ATAK Helicopters from Turkey, and these are:

* Ten (10) units are expected to be acquired. Previous news reports only pointed to six (6) units for acquisition.

* The United States (US) is reportedly expected to approve the export of the CTS-800 Engines (originally designed by an American Company) of the T129 Helicopters not only to the Philippines but to Pakistan as well.

The last news report about the engines was that while the US has not denied the export of the CTS-800 engines to Pakistan, they have also not approved it yet also despite the Contract between Pakistan and Turkey having been signed for almost one and half years already.

Anyway I do hope that the US indeed does approve the export of those engines, and that they do it soon.

Pakistan T129 ATAK Helicopter Acquisition Update – 12/02/2019

Here are some updates about Pakistan’s purchase of T129 ATAK Helicopters which may or may not eventually be applicable also to the Philippines’ planned procurement of the same aircraft:

* The United States (US) has not yet blocked the Export License for the CTS-800 Engines (originally designed by an American company), but they haven’t approved it yet also up to now.

* One back up plan by Turkey should the US indeed block the CTS-800 license is for them to use their own TS1400 Engines on the T129 Helicopter, but that project will only be completed by 2025.

* Another plan by Turkey is to use an Engine like the Arrano 1A made by the French company Safran which is covered by the US’ International Traffic in Arms Regulations (ITAR) Law and therefore won’t require an export license from them.

The Contract for the T129 for Pakistan was signed about a year and a half ago already, and despite the application for the Export License, the US has not come up with a decision up to now.

No timeline was given on the availability of the Arrano 1A engines though, but it seems to take a longer time also which is why Turkey is still hoping for the export approval of the CTS-800 engines.

The Arrano 1A is heavier and less powerful than the CTS-800 though, weighing 175 kg and with a maximum power output of only 851 kW versus the 143 kg and 1,166 kW of the CTS-800. So using it will reduce some of the performance characteristics of the T129.
