PN Landing Dock Acquisition Update - June 25, 2020

Some updates on the acquisition of Landing Docks (LD) of the Philippine Navy (PN), first off is that the Bidding Process for two LDs has been delayed, it is currently at the Post Qualification (PQ) Stage. No news yet on when the process will resume.

The PN also is planning to acquire more LDs in the future, but there will be changes in the Ships based on feedback by the Crews of the Tarlac class LDs  of the PN.

New LD first Re-Bid failed, for second Re-Bid near the end of November 2019

The first Re-Bidding for the new Landing Docks (LD) of the Philippine Navy (PN) scheduled September 2019 failed, and a second Re-Bid is up near the end of this month (November 2019).

I glossed over the updated bidding documents, and it seems they only made minor changes compared to the last document.

You can access the latest, updated bidding documents here: Invitation to Bid for the acquisition of Landing Docks for the Philippine Navy (2nd Rebidding)

Landing Dock Rebid Prospective Bidder Concerns – 9/17/19

The Philippine Navy (PN) released a Supplemental Bid Bulletin (SBB) to answer some of the issues and concerns raised by a number of prospective Bidders for the rebid of the Landing Docks (LD). Four companies raised issues, namely the local company Alvynna Trading and Construction, India’s Larsen and Toubro (L&T) and Indonesia’s PT Pal and PT Citra.

L&T has so many concerns that it seems unlikely they will participate in the bidding. PT Citra only had one concern, but it seems they are doubtful they have the credentials to be successful in the bidding. PT Pal, the company that made the first two Tarlac class LDs of the PN, doesn’t seem to want to allow their design to be built by another company, so it seems they are doubtful also.

Alvynna Trading on the other hand raised some technical issues. Most if not all of the suggestions were denied by the PN.

I am still hopeful that maybe some company will step up and meet all the specifications and requirements of the rebid because if not, we could see another bidding failure. If that happens, though, then the PN might have to loosen some of the specification and/or requirement to have a successful third bidding.

New LPD for Re-Bid next Month, removes requirement for the Local Construction of one Ship

The new Landing Dock (LD) of the Philippine Navy (PN) is up for rebidding next month after the first one failed. The PN though has changed some of the requirements of the ships, among them are:

* There is no more requirement to build at least one of the ships in the Philippines.

* Perhaps to make up for this, though, the PN has required that the LPD’s design ownership to be granted to the Department of National Defense (DND) and the PN. Previously, an option was given to either grant design ownership, or give license to manufacture the ships. This time there is no option, the design needs to be given to the DND and PN.

Owning the design of the ship will enable the government to have the same ship built by another manufacturer at a later date, whether it is a local or foreign manufacturer.

You can access the new Invitation to Bid document here: http://www.dnd.gov.ph/transparency/procurement/DND_BAC/2019/ITB/PN%20LDAP/Section%201.pdf
