New LPD for Re-Bid next Month, removes requirement for the Local Construction of one Ship

The new Landing Dock (LD) of the Philippine Navy (PN) is up for rebidding next month after the first one failed. The PN though has changed some of the requirements of the ships, among them are:

* There is no more requirement to build at least one of the ships in the Philippines.

* Perhaps to make up for this, though, the PN has required that the LPD’s design ownership to be granted to the Department of National Defense (DND) and the PN. Previously, an option was given to either grant design ownership, or give license to manufacture the ships. This time there is no option, the design needs to be given to the DND and PN.

Owning the design of the ship will enable the government to have the same ship built by another manufacturer at a later date, whether it is a local or foreign manufacturer.
