Landing Dock Rebid Prospective Bidder Concerns – 9/17/19



The Philippine Navy (PN) released a Supplemental Bid Bulletin (SBB) to answer some of the issues and concerns raised by a number of prospective Bidders for the rebid of the Landing Docks (LD). Four companies raised issues, namely the local company Alvynna Trading and Construction, India’s Larsen and Toubro (L&T) and Indonesia’s PT Pal and PT Citra.

L&T has so many concerns that it seems unlikely they will participate in the bidding. PT Citra only had one concern, but it seems they are doubtful they have the credentials to be successful in the bidding. PT Pal, the company that made the first two Tarlac class LDs of the PN, doesn’t seem to want to allow their design to be built by another company, so it seems they are doubtful also.

Alvynna Trading on the other hand raised some technical issues. Most if not all of the suggestions were denied by the PN.

I am still hopeful that maybe some company will step up and meet all the specifications and requirements of the rebid because if not, we could see another bidding failure. If that happens, though, then the PN might have to loosen some of the specification and/or requirement to have a successful third bidding.
