In light of the possible signing of the Contract for BrahMos missiles by the Philippines next year (2020), Russia's Deputy Ambassador to India Roman Babushkin told the Indian Press that Russia's Strategic Partnership with China would not come in the way in the export of the BrahMos to any country.
In short, what the Ambassador is saying is that China won't be able to stop the export of the BrahMos to any country including the Philippines.
