In January 2020, the United States' (US) Senate passed Resolution Number 142 seeking Sanctions for Philippine Officials involved in alleged extrajudicial killings and the detention of opposition Senator Leila de Lima.
Under their Global Magnitsky Human Rights Accountability Act, US President Donald Trump then had 120 Days or 4 Months after the Resolution was passed to decide who and what Sanctions to imposed on the Duterte Administration.
So the Resolution was passed in January 2020, 4 months later after that is May 2020, but now we are already in July 2020 and no Sanctions related to the Magnitzky Act has been imposed on the Duterte Administration by Trump.
This means that the US has quietly dropped the planned. Note also how the Philippine Press, which made a big deal out of it last January 2020, suddenly has not talked about as to how and why no Sanctions came.
Remember that a Month after the US Senate Resolution was passed, in February 2020 President Rodrigo Duterte moved to officially terminate the Visiting Forces Agreement (VFA) with the US.
In June 2020 though, a Month after the Trump Administration was supposed to have imposed Sanctions on Duterte but didn’t, Duterte extended the VFA to December 2020 with the possibility of extending it further to June 2021 afterwards.
