Notice to Proceed for the ATGL-L2 Rocket Launchers of the Philippine Marines released

The Notice to Proceed (NTP) for the Squad Rocket Launcher Light (SRLL) Project was released to the Bulgarian company Arsenal JSCO last March 2020. Contract Price is Php 473.87 million (Usd 9.67 million at the Exchange Rate of Usd 1 = Php 49). 

The Government saved around Php 40.9 million (Usd 835k) since the Contract Price is much lower than the Php 514.8 million (Usd 10.5 million) Budget for the Project. Unit Price of the 702 pcs. based on the Contract Price is at Php 675k (Usd 13.78k) each. 

The Product to be delivered as mentioned in the NTP is “ATGL-2”, but a look at the Product Line of Arsenal JSCO shows that there is no such designation, instead there is the ATGL-L2 which is likely what the NTP meant.

Among the free items to be supplied by Arsenal JSCO are the following:

- 30 Monocular Vision Attachments for the SGL-7MAO Optical Sight;

- 50,000 rounds of 7.62 x 39 mm Tracer rounds for Gunnery Training to be used on the PUS-7 Training Device

- 12 RSMK-7MA with GSMK-7MA Smoke Grenade Rounds

- 1 ATGL-L2 demilitarized unit for display purposes

- 6 Cutaway Units (for Training) of ATGL-L2 Launchers and its Ammunition

Other information from the Schedule of Requirements of the Rebidding of the Project are as follows:

- All units will have a Bipod and Optical Sight

- Over 14,000 Anti-Personnel Fragmentation rounds are included

- Over 8,000 Anti-Tank rounds are included

- 351 Thermobaric rounds are included

- 1,404 Back Packs for 3 rounds are included

- All units will have a 1,000 round durability guarantee

- Spare Parts availability guarantee will be for 15 years

- Service guarantee is for 2 years

Delivery should be made within 1 year from the receipt of the NTP, so it should be by March 2021. Hopefully there will be no delays due to the Corona Virus Disease 2019 (Covid-19) Pandemic, though.
