Philippine Navy (PN) Bits and Pieces – February 3, 2020


Some bits and pieces about the Philippine Navy (PN) during the Change of Command Ceremony on Monday, February 3, 2020:

* Tactical Combat Vehicles and Shore-based Missile System planned for the Philippine Marine Corps (PMC).

* In the early 1980s, the “Emerlec Guns” (likely the Emerlec 30) were installed on the PN’s Combat Patrol Interdiction Craft, they were the most modern guns of the PN then, but were operational only for less than three years.

* When the Jacinto class vessels were received in 1997, again less than three years later all of its Oto Melara 76 mm Compact cannons were inoperable.

* Only three out of the six Gas Turbine Engines of the three Del Pilar class vessels are operating as of now.

* Decommissioning of Legacy Ships and Selective Recruitment needed to change the mindset of the PN Personnel onwards to a modern Navy.

* Development of PN Base in Cebu with a budget of Php 1 billion will begin this year (2020). Once completed, it will also be the home port of the Jose Rizal class Frigates.

* Possible acquisition of a 100-hectare PN Strategic Naval Base in Subic next month (March 2020).

* PN Personnel no longer allowed to perform Base Support functions such as Grass Cutting, Garbage Collection, etc. They are instead sent for Schooling abroad.

* PN published 29 major Doctrines on Missile Frigates, Electronic / Cyber / Mine / Amphibious Warfare, etc.

I like what this new Flag Officer In Command (FOIC) in terms of selective recruitment. They really should hire more Technical people who can help maintain and properly operate their new, modern Ships.

Since President Rodrigo Duterte has raised the salaries of the entire armed forces including that of the PN, then the PN can afford to hire better recruits with Technical or Engineering backgrounds.

For current active PN Personnel, they could perhaps offer Scholarships also for them to get Technician Courses or Engineering Degrees in exchange for at least a decade or so of service in the PN.
