AFP Modernization Update from Sec. Lorenzana’s Dec. 16, 2020 Speech

Among the things mentioned by Defense Secretary Delfin Lorenzana in his Speech during the 2020 Armed Forces of the Philippines (AFP) Fleet Review and Wing Flyby last December 16, 2020 were some updates about the AFP Modernization. I am summarizing them below:

* The AFP Modernization Fund for 2021 is Php 27 billion

* Php 15 billion will be utilized for Multi-Year Projects which includes the Frigates, Combat Engineering Equipment and C4ISTAR Systems

* For the Philippine Air Force (PAF), it will be for Unmanned Aerial Vehicles (UAV), Attack Helicopters, Radars and Ground Based Air Defense Systems

* For the Philippine Army (PA), it will be for Self-Propelled Howitzers (SPH) due to delivery in 2021

* For the Philippine Navy (PN), waiting for the second Frigate with its Missiles and Munitions for delivery in early 2021

* Delivery of (remaining) 10 S-70i Black Hawk Helicopters also being awaited

* Php 12 billion allocated for Contracts to acquire Light Tanks, Wheeled Armored Personnel Carriers, Medium Lift Aircraft, Heavy Lift Helicopters, Fast Craft Interdiction Missile

It seems that the budget for the 2021 AFP Modernization that is being quoted is getting smaller and smaller for some reason. In November 2020 during the Senate Budget Hearings, it was at Php 58 billion. 

Then in December 10, 2020 during an Interview with PTV, it was down to Php 31 billion. Now the figure being quoted is even lower at only Php 27 billion.
