This to me looks like another Case of China-baiting again, probably because of the coming 2022 Presidential Election.
First of all, as far as I know they had already switched to airdropping supplies to Ayungin Shoal instead of sending Ships there since the time of AbNoy Panot because China even back then had been challenging any Ships that does the resupply.
So why send Ships now again? Because they know China will react and they want to make a big deal out of it?
Second, Foreign Affairs Secretary Teddyboy Locsin keep boasting about the Philippines' Mutual Defense Treaty (MDT) with the Americans, but he only talks about the United States (US) helping defending Philippine Troops and Vessels in the South China Sea (SCS), but not the Americans helping defend Philippine Territory there.
Why? Because the Americans doesn't recognize the Philippines' Territories in the South China Sea (SCS), apparently not even Ayungin Shoal, that's why. How can you boast about an ally who refuses to recognize your claimed Territories?
Third, just because a claimed Territory is inside the Philippines' Exclusive Economic Zone (EEZ) does NOT mean we have EXCLUSIVE Sovereign Rights to it, as shown, IRONICALLY, by the 2016 Arbitral Ruling.
That ruling said that China's Fishermen can also fish in Scarborough Shoal, which is well within the Philippines' EEZ. That is one thing the Dilawans want to keep hiding from the Filipino People, that their vaunted Ruling actually helped dilute the Philippines’ claims within its own EEZ itself.
Fourth, as for China being so "aggressive", try sending Vessels to other Territories STOLEN by other Countries also, and see what “aggressiveness” they will get. Send Vessels to Itu Aba (stolen by Taiwan), Pugad Island (stolen by Vietnam) and Sabah (stolen by Malaysia) and see what happens.
