Here is a six and a half minute Video of Harry Roque that to me, encapsulates what is wrong with the Administration of Bong Bong Marcos (BBM) right now. That is why I took time to manually transcribe his Video, so you can all read about it also for easier understanding.

"Sumusuway ba nga po talaga si Speaker Martin Romualdez ke PBBM? Isa-isahin natin. "Hindi ko kinakailangan ng Charter Change para magkaroon ng pag unlad". Matapos ang isang Taon, e talaga namang isa tayo sa pinakamalakas at malagong paglaki ng Ekonomiya, ano.
So tama, hindi kinakailangan ng Charter Change para umunlad ang Ekonomiya. Pero ang Speaker Romualdez kaya sabi niya kinakailangan amyendahan ang Economic Provisions ng Charter Change.
Pangalawa, pirma. Aba'y ang sabi ni Presidente, "itigil yang pirma na yan, dahil yan ay nagiging dahilan para tayo'y maging hati-hati", atsaka, hindi niya nagustuhan yung pagbabayad ng Suhol, na nakita niya sa Telebisyon. Bagamat ang nagsabi nito ay si Senate President Zubiri matapos makipag Pulong sila nung Araw ng vin d'honneur kasama si Senate President Zubiri, Senate Pro-Tempore Legarda atsaka si Speaker.
Ang sabi nga napaka init daw ng Talakayan. Pero matapos ang pagpupulong na yan, tinalaga ni Presidente ang Senado na manguna para dito sa pagbabago ng Economic Provisions, at hindi nga sila sigurado kung kinakailangan pang baguhin ang ating Saligang Batas.
Kasi pupuwede naman yang gawin sa pamamagitan ng Batas. Aba'y matapos maanunsiyo ito, ano ang nabalitaan natin? Tuloy pa rin ang pagkalap ng Pirma. Tuloy pa rin ang pagdedeposito ng mga Pirma sa COMELEC. Tuloy pa rin ang pamimili ng mga Signatures. Pangalawang Beses na po yan, na pagsuway, di ba po?
Impeachment ni Sara Duterte, hindi naman siya sumuway, at least hindi pa. Ang Pangatlo pa pala, nagsalita ang Presidente pitong Buwan na ang nakalipas na hindi siya makikipagtulungan sa ICC dahil labag yan sa ating Soberenya. Pero, ano ang sinabi ni Secretary Boying Remulla limang Araw pa lang ang nakakalipas?
Si Secretary Remulla po kasi ka Eskwela namin sa UP College of Law. So sila po talaga ay mag Contemporaries, kami po ay magko Contemporaries. Pero ang Diperensiya, silang dalawa ni Speaker at si Secretary Remulla ang mag Brod sa Upsilon Sigma Phi.
So talagang very close po yan. Ang sabi, makikipag tulungan na sa ICC, ang Dahilan kasi nga nagpasa ng House Resolution ang Kamara de Representante. So alam nyo na po yan, magkakampi talaga sila sa Politika, so susunod ang Secretary Remulla sa Kagustuhan ni Speaker.
Kahapon, nilinaw ni Presidente for the one hundredth time, hindi tayo makikipag tulungan. Ano'ng Nangyari? Sumusuway nga ba, si "Espeker" kay PBBM? Well siyempre, isa yang Possibility yan. Bakit siya sumusuway? E kasi siguro iniisip niya, Pinsan ako, walang Mangyayari sa akin. Pinsan ako at matalik na Kaibigan, walang Mangyayari sa akin.
Pwede po iyan. Pero parang, nakakahiya din kung Ikaw ay Speaker na babaliktarin ang Presidente. Maski suwayin mo siya, nalalaman ng mga Kasama mo sa Kongreso, na parang, hindi pala kayo tugma sa nais ng Presidente, at kaya ka naman hinalal, ang Perception is siya ang pinakamalapit kay Presidente.
Pero beyond the Fact na Pinsan siya, ano pa kaya ang Dahilan? May nagsasabi, ay, alam na ni Espeker ang lahat ng Sikreto ni PBBM. Pero, kung Sikreto yan, at kung talagang ibubulgar ni Espeker ang mga Sikreto ng Presidente, hindi ba, kung ibubulgar niya ang mga Sekreto, pati siya ay mawawala sa Posisyon dahil ang Speaker naman ay hinalal ng Kapwa Kongresista dahil endorsed siya ng Presidente.
So parang hindi ata Sikreto. Or, ito ang pinakamalala, baka naman sa mula't mula, si Speaker talaga ang naususunod. Hindi ko alam kung bakit. Ano pa yung dinidesisyunan ni Speaker? Yung Relasyon natin sa China, kasi silang dalawa mag Pinsan yung Ambassador to the United States na si Babes Romualdez eh talagang maka Amerikano sila.
Nung bagong bago si PBBM, ang sabi naman niya, China ang pinaka importante nating Partner. Kasi nga, pangalawang Ekonomiya sa Daigdig, Kapitbahay natin. Pero nabago, tingin ko yan sa Impluwensiya talaga yan ng mag Pinsang Romualdez, Babes at Martin. Naku ang Solusyon ay na kay PBBM. Mister President, dahil kinampanya naman kita para maging Presidente, patunayan nyo po na kayo talaga ang gumagawa ng Desisyon bilang Presidente at hindi si Speaker.
O isa pa pala, mantakin mo yang SMNI, o di ba sa lahat ng Telebisyon Channels nung Eleksyon, yan lang naman talaga ang sumuporta kay PBBM, at yan ang dahilan kaya yung sa Deba-te lang ng SMNI na sumipot si PBBM. And yet pinasara ni Speaker. Nagdududa pa ba kayo sino ang nasusunod? So Mister President, ang tanging pamamaraan para mapakita mo na ikaw ang in Control, tanggalin mo na ang iyong Pinsan as Speaker, dahil habang nananatili po siya as Speaker, babalewalain niya ang mga Desisyon mo.
Napaka Divisive nitong si Speaker. Pinagwawatak watak niya ang Uniteam. Kabuti-buti nagsimula tayo, nagkakaisa ang Duterte at ang Marcos. Hindi ko maintindihan kung bakit gusto ni Speaker na magka hiwalay ang Marcos at Duterte. Wala pong mabuting idudulot yan. Pangalawa, Benggador itong si Speaker na hindi makatangian ng ating PBBM.
Galit siya dahil tinawag siyang Tambaloslos, tinanggalan ng Budget. Inisnab siya, kaya ipahuhuli sa ICC. Tama ba yan? E halal ng Taongbayan yan. Ka Tandem ng ating Presidente, and yet, dahil Petty ka, nabubuwisit ka e gagawin mo ito at bababuyin mo pa yung Institusyon ng Kongreso. So Mister President, unang una para mapatunayan mong you're in Control, ipakita sa lahat na you are President.
Palitan mo na po ang inyong Pinsan, ang Speaker of the House. Pag hindi nyo po ginawa yan, mababalewala yung Mandato ng 30 million na Pilipino na bumoto sa iyo. Hindi po namin hinalal ang Speaker para maging Presidente. Ang naghalal lang po sa Kanya ay yung mga taga Tacloban. Baka nga po hindi manalo yan ng Gobernador sa Leyte mismo, e.
Dahil ang mga Petilla ang mga nananalo dun, e. Isang Distrito lang po yan, isang Siyudad lang yan. Bakit naman siya mag de Desisyon na parang Presidente? Kayo po ang halal, at habang siya'y nananatiling Speaker, patuloy po niyang susuwayin kayo."
(Is Speaker Martin Romualdez really disobeying PBBM? Let us look at it one by one. "We don't need to have a Charter Change to have Progress". After one Year, we are one of the strongest and fastest growing Economies.
So he was right, there is no need for a Charter Change for the Economy to grow. But Speaker Romualdez said that Charter Change is needed for the Economic Provisions.
Second, the Signature Campaign. The President said, "Stop that Campaign, because that is causing us to be divided". Also, he didn't like the Bribes being done for it, which he saw on Television. Although the Person who said it was Senate President Zubiri after a Meeting during the vin d'honneur with Senate President Zubiri, Senate Pro-Tempore Legarda and the Speaker.
The Meeting was said to have been tense. But after the Meeting, the President assigned the Senate to lead the changes in the Economic Provisions, and they weren't sure if there really a need to change the Constitution.
Because it could be done thru Law. But after the Announcement, what did we hear? The Signature Campaign still continued. The Depositing of the Signatures at the COMELEC still continued. The Bribing for the Signatures still continued. That is the second disobedience, isn't it?
Impeachment of Sara Duterte, he did not disobey, at least not yet. And third also, the President said seven Months ago that he will not cooperate with the ICC because it will be violating our Sovereignty. But, what did Secretary Boying Remulla said five Days ago?
Secretary Remulla is our Schoolmate at the UP College of Law. So they are Contemporaries, we are Contemporaries. But the difference is that, the Speaker and Secretary Remulla are Brods at the Upsilon Sigma Phi.
So they are really very close. But he said, they will cooperate with the ICC, and the Reason is because a House Resolution was passed at the House of Representatives. So you all know, they are really Allies when it comes to Politics, Secretary Remulla will follow what the Speaker wants.
Yesterday, the President clarified for the one hundredth time, we will not cooperate. What happened? Dis the Speaker really disobeyed the President? Well of course, that is a Possibility. Why is he disobeying? Maybe because he thinks, he is a Cousin, nothing will happen to him. He is a Cousin and a Best Friend, so nothing will happen to him.
That could be the Case. But then, it is shameful that you are the Speaker and yet you are disobeying the President. Even if you disobey him, your Colleagues in Congress will know, that you are not in line with what the President wants, and you were voted into place, because he was perceived to be the one closest to the President.
But beyond the Fact that he is a Cousin, what are the other Reasons? Some People say that it is because the Speaker knows all of PBBM's Secrets. But if it is the Secrets, and if the Speaker will really reveal the Secrets of the President, he will also end up leaving his Position because the Speaker is vote by other Congressmen because he was endorsed by the President.
So it looks like it is not the Secrets. Or maybe this is the worst, because ever since, the Speaker really is calling the Shots? What other Things did the Speaker decide? Our Relations with China, because he and his Cousin, the Ambassador to the United States that is Babes Romualdez are really Pro-American.
When PBBM was new in Office, he said, China is our most important Partner. Because they are the second biggest Economy in the World, and our Neighbor. But this changed, I think because of the Influence of the Romualdez Cousins, Babes and Martin. The Solution is with PBBM. Mister President, because I campaigned for you to become President, prove that you are really the one making the Decisions as President and not the Speaker.
And one more thing, can believe that SMNI, of all the Television Channels during the Elections, they were the only ones who supported PBBM, and that is the reason why it was only the SMNI Debate that PBBM attended. And yet it was closed down by the Speaker. So are you still doubting that he is really the one being followed? So Mister President, the only way for you to show that you are in Control, is to remove your Cousin as Speaker, because as long as he is Speaker, he will disobey your Decisions.
The Speaker is really very Divisive. He destroyed the Uniteam. We started off very well, there was Unity with the Dutertes and Marcoses. I don't understand why the Speaker wants to cut the Ties of the Marcoses and the Dutertes. Nothing good will come out of it. Second, the Speaker is Vindictive which is not in character with our PBBM.
He got angry because he was called Tambaloslos, so he removed the Budget. He was snubbed, so he will cooperate with the ICC. Is that correct? The People he is against was voted by the People. They were Allies with the President, and yet because he is Petty, he will abuse the Institution that is the Congress to get back at them. So Mister President, first of all to show that you really are in Control, show them that you are the President.
Replace your Cousin, who is the Speaker of the House. If you will not do it, all the Mandate of the 30 million Filipinos that voted for you will be useless. We did not vote for the Speaker to be President. The People who voted for him are those in Tacloban. He may not even win if he runs for Governor of Leyte.
Because it is the Petillas who are winning there. That is just one District, one City only. So why is he making Decisions as if he were President? You were the one voted as President, while he is just a Speaker, he will continue to disobey you.)
