Australia to sign Framework Agreement for the Production of the Phl Navy’s OPV

The Australian Ambassador to the Philippines Steven Robinson AO in an Interview with the Philippine Information Agency (PIA) said that the Australian Government will sign a Framework Agreement with Austal Philippines Pty Ltd and the Department of National Defense (DND) later this Month (February 2021) for the Production of Patrol Vessels. 

This will be for the 6 Offshore Patrol Vessels (OPV) of the Philippine Navy (PN) which will be produced in Austal’s Shipbuilding Facility in Cebu for the next 5 Years.

‘My Notes’
By definition, “Framework Agreements” are “… arrangements between one or more buyers and one or more suppliers that provide the terms governing Contracts to be established for a certain period of Time, in particular with regard to Price and, where necessary, the Quantity envisaged”. 

So the Framework Agreement is a preparation for the signing of the Contract itself, especially because I think in this case the Australian Government will be providing some sort of a Loan Agreement with the Philippines for the OPVs. 

While it is not yet final until the actual Contract is signed, this does make the deal for the OPVs with Austal now closer to reality.
