The Alliance of Concerned Teachers (ACT) is against the Government’s plan to purchase more Black Hawk Helicopters for the Philippine Air Force (PAF), saying that the Money would be better spent on Health and the Economy.
What the ACT won’t tell People is that the Education Sector is already getting top priority in the Government’s Budget since the 1987 Constitution was enacted, and that’s because that Constitution mandated it.
Article XIV, Section 5.5 of the 1987 Constitution states that, “The State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment”.
So imagine that, for more than 3 Decades already, Education has been the number one priority in the Country’s budget.
