Chinese Rocket Debris belongs to Launching State as per Law - China

As per China, “According to the International Law and the Principles adopted by the United Nations General Assembly (UNGA), the Ownership of Objects lauched into Outer Space and of their Components belongs to the Launching State. Wherever they are found, such Objects and Components shall be returned to the Launching State”.

If this is the Case, then why didn’t the People who tried retrieving those didn’t Objects know about this? ‘Baka nagpa Demonyo na naman sila sa sulsol ng mga Kano’ (Maybe they were tempted again by the Americans to do so like the Devil does). 

WHO made the Decision to retrieve those Objects? This needs to be found out. I posted a Video recently about a South Korean Company who wanted to retrieve Rocket Debris in the Philippines. Were they offering some sort of Reward for such retrieval? Just asking.
